Learning what financial tools are available for cities and local communities to utilize in order to further
support and incentivize economic development. (Value capture/CRA/EIFD/first-loss capital). This working
group is a focused group where we learn from leaders and developers who work directly with these
projects.
Program will begin with an opening framing on the solutions for the day, conversation with
experts and leaders and interactive audience participation section to look at immediately implementing
suggested actions and set the framework for the next working group.
Discussion topics include but are not limited to: a) What are the financial tools available; Value Capture,
EIFD’s and other Tax Increment Financing, b) What are the new financial opportunities and out of the box
ideas such as Opportunity Zones c) Pre-frame small working group conversations around other solutions
that they know about and were financed to set up the 3rd working group around examples from other
regions that can be adaptable to Southern California.
